The Texas Appleseed Fair Defense Report, published in December 2000, analyzed indigent defense practices in Texas as they existed at that time and documented the pressing need for reform.  EJC Executive Director, Bill Beardall, was one of the principal researchers and authors who produced the Fair Defense Report.  The analysis and recommendations contained in the Fair Defense Report formed the basis for many of the reforms enacted by the 2001 Texas Legislature in the Texas Fair Defense Act.
